Important Update from Our President:
As the morning light illuminates colors or pink and white on the mountains surrounding Kodiak and the day looks promising for opportunity and renewal, it is my hope that this letter finds you in such spirit with great expectations for your day.
I want to bring to your attention a need that involves your immediate action to contact your State representative on behalf of our profession. As you know we have been paying very high professional license fees. The fees are going down and will continue to drop to that which is comparable to other similar professions; however we need safe guards that they will not go back up due to an extensive and expensive Regulatory Investigation of a licensing. The solution is to mandate liability insurance for all Marital Family Therapist licensees with a proviso for State Regulatory Investigation Fees. Most of you already have liability insurance with such proviso; however, one "bad apple" without insurance could effect the whole.
Below is the entire idea. It would be included in language of Title 8. If someone would author this idea I believe it will pass with no concern as there is no Fiscal Note or opposition.
This is a proposal regarding State reimbursement fees for regulatory investigation within the Division of Licensing.
Problem: Current Division of Licensing investigation standards are conducted which if one licensee is investigated that cost is imposed on all licensees on that board. Reimbursement is imposed on all licensees resulting in increased license fees.
Example: Over 15 years ago the marital family therapy board was imposed with license investigation fees of about $250,000 due to an investigation of one licensee. The investigation resulted in massive increase of MFT license fees and decrease of MFT licensees as many chose a different licenses which cost three times less then the newly imposed MFT fee. It took about 15 years for that MFT BOARD to pay off that investigation.
Solution: The proposal is to mandate that all licensed marital family therapists have liability insurance with a proviso for Coverage of at least $30,000 toward state regulatory investigation fees.
Benefit: 1) there's no cost to the State, 2) licensee's are responsible to pay for their liability insurance with the proviso regarding State Regulatory investigation fees in order to hold a license, 3) the whole of the licensees are not held accountable to the fault of one licensee. Licensee fees do not have to fluctuate because of "single incident" Investigation infringements.
Support: This proposal is supported by the Alaska Board of Marital Family Therapists and the Alaska Association of Marital Family Therapists. We have experienced positive comments from the Department of Law, the Governors office, and every legislator that has heard this proposal. CPH and Associates insurance (leading national professional insurance carrier) informed that other States have such statutes.

On March 14, Sens. Wyden (D-OR), Barrasso (R-WY), and Merkley (D-OR) introduced S 562, which would cover private-practice MFTs under Medicare.

State MFT Board Meetings
State MFT Regulatory Board Meetings occur 3x a year. The next meeting is January 24, 2013 in Anchorage. Look to the State website for more information Commerce.alaska.gov.
: For 2013 there have been major changes to the codes in the Psychiatry section of the AMA's Current Procedural Terminology, the codes must be used for billing and documentation for all insurers. These changes apply to any services provided beginning Januay 1, 2013.

NEWS FLASH which needs your participation to benefit you.
This week two U.S. Senators (Democrat and Republican) have co-authored a Bill
(SB 562) to include MFT’s in Medicare. Contact Senator Murkowski and Senator
Begich as well as Congressman Young to encourage the movement of the Bill.
The House side needs a comparable bill and maybe Congressman Young will
author such. I have been in all three representatives offices and have experienced

On Friday Senator Begich in committee meeting challenged the delayed response
by DoD with the V.A. in availing best practice of medical records for continuity of
care. His office is supportive of our military and mental health services. The V.A.
recognizes LMFT’s and we have a wonderful opportunity to serve these members.
